This article shall not apply to the removal of vegetative growth abutting waterways
where such removal is incidental and necessary to the construction of roads, streets,
culverts, bridges, canals, drainage and navigation control structures, including lines,
pipes and other construction required for utility operations, all as otherwise permitted
by the county, regional, state or federal agencies exercising jurisdiction over any
or all of the aforementioned structures referred to in this section.
