§ 20-139. Purpose.

  • (a)

    The purpose of this article is to provide for the health, safety, and general welfare of the citizens of the county and the environment through the regulation of non-stormwater discharges to the storm drainage system to the maximum extent practicable as required by federal and state law. This article establishes methods for controlling the introduction of pollutants into the MS4 in order to comply with requirements of the National Pollutant Discharge Elimination System. The objectives of this article are:

    (1)

    To require erosion and sediment controls to reduce pollutants in any stormwater runoff to the MS4 from construction activities that result in a land disturbance of one acre or greater.

    (2)

    To effectively prohibit illicit discharges and connections to the MS4.

    (3)

    To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter.

    (b)

    This article shall apply to all areas of unincorporated county, and all waters in said area, entering the MS4 through a point source, as defined in section 20-140, unless exempt under F.A.C. 62.624.200(2), or by an authorized enforcement agency.
